M. Josef Drexl

Directeur général de l’Institut Max Planck pour l’Innovation et le Droit de la Concurrence / Managing Director, Max Planck Institute for Innovation and Competition. Professor Drexl is the Director of the Max Planck Institute for Intellectual Property and Competition Law in Munich (since 2002 a Honorary Professor at the University of Munich and a member of the Bavarian Academy of Science. As the Chairman of the Board of Directors of the Munich Intellectual Property Law Center (MIPLC), Professor Drexl is responsible for an LL.M. program in IP and competition law with international outreach. He was the first Chair of the Academic Society for Competition Law (ASCOLA) from 2003 to 2013, and he is a vice-president of the Association Internationale de Droit Economique (AIDE). He acted as a visiting professor at Oxford University, the Libera Università Internazionale per gli Studi Sociali (LUISS) Guido Carli in Rome, the New York University and the Université de Paris 2 Panthéon-Assas. Professor Drexl is an expert in both competition law and intellectual property law. INTELLECTUAL PROPERTY SYSTEM
IN A GLOBALIZED WORLD

Au cours des dernières décennies, le système de propriété intellectuelle a connu des changements significatifs en lien avec l’émergence de nouvelles formes d’innovation et de création. Les industries liées à la propriété intellectuelle constituent des facteurs clefs de performance économique. Dans le même temps, les défis posés par l’essor de nouveaux moyens de communication, l’expansion du commerce international, la mise en œuvre d’initiatives au niveau global pour faire face aux défis environnementaux, culturels ou liés à la santé publique ont profondément influencé de nombreux secteurs dans lesquels la propriété intellectuelle joue un rôle important. Afin d’adapter le régime de la propriété intellectuelle à ce nouveau contexte, d’importantes initiatives sont en cours au niveau européen et international. Elles nécessitent une réflexion collective et un véritable débat.

Organisé à l’occasion du 50ème anniversaire du Centre d’études internationales de la propriété intellectuelle (CEIPI), ce colloque international sera l’opportunité de rassembler de hauts représentants du monde de la propriété intellectuelle et des institutions publiques, des universitaires de renom, d’éminents professionnels et des représentants de l’industrie afin qu’ils puissent partager leur vision concernant les changements passés et à venir. L’objectif de cet événement est également de proposer, à l’heure de la mondialisation, des pistes de développement futur pour les systèmes européen et international de propriété intellectuelle.

Mme Gabriella Battaini-Dragoni

Deputy Secretary General of the Council of Europe. Mrs Battaini-Dragoni was elected Deputy Secretary General of the Council of Europe by the Parliamentary Assembly on 26 June 2012. Mrs Battaini-Dragoni joined the Council of Europe in 1976 as an Educational Adviser with the European Youth Centre. From 1981 to 1998, she worked in the Directorate of Social Affairs and Health, in the Directorate of Education, Culture and Sport and the Research and Planning Department. In 1998, Mrs Battaini-Dragoni was appointed Director of the Directorate General of Social and Economic Affairs and in 2001 Director General of Social Cohesion. From 2004 to 2011, Mrs Battaini-Dragoni was Director General of Education, Culture and Heritage, Youth and Sport and the Council of Europe’s Co-ordinator for Intercultural Dialogue. In October 2011, she was appointed Director General of Programmes of the Council of Europe. Mrs Battaini-Dagoni has published widely on a variety of social, educational and cultural diversity policy topics in both Anglophone and Francophone academic journals and international publications. She is a frequently invited keynote speaker at World Bank, UN, OECD, OSCE, UNESCO, and EU meetings and events.

M. Yves Lapierre

Directeur général de l’INPI /Director General of INPI Directeur général de l’INPI /Director General of INPI. Yves Lapierre was appointed Commissioner and CEO of the French patent and trademark office in August 2010. He is a graduate of the École Polytechnique (X74) and has a Doctorate in Physics. Before joining the Office, he worked in industry and research, with a consistently strong focus on innovation. Until 1992, he occupied several posts within the Atomic Energy Commission (CEA), in France and at Stanford University, USA. He then joined Safran-Hispano Suiza as Commercial and Programmes Director. In 1994, he moved to the CEA, where he was successively Head of Department then Deputy Director of the “Fuel cycle” division. He also headed up the “Silva” project. In 2001, Yves Lapierre joined the Areva group as the Director of Industrialisation for STMI (subsidiary of Areva/EDF), where he was appointed CEO in 2003. He was then named CEO of Areva TA (Technicatome) in 2009.

M. Alain Beretz

Président de l’Université. President of the University of Strasbourg. Professor Beretz is a graduate in Pharmacology. He spent one year as a Post-doctorate at the Weizman Institute of Science (Rehovot, Israel). Since 1990, he is a member of the Pharmacology faculty of the University of Strasbourg. As a professor of pharmacology, he participated in teaching of molecular pharmacology and therapeutics in pharmacy for master degrees. His research deals with thrombotic disorders, vascular pharmacology and chronic vascular diseases. He was Vice-President in charge of technology transfer, and then President of the Louis Pasteur University in Strasbourg. He was elected in January 2009 as the first president of the University of Strasbourg, resulting from the innovative merger of the three previous universities. He faced the challenge of managing the biggest, most multidisciplinary French universities, while at the same time implementing the new law on autonomy of universities. He is also supervising two major projects essential for the future of this institution: the “Operation campus”, where the University obtained a 375 million € endowment for improvement of campus buildings, and “Investments for the future”, and “Excellence Initiative”, a series of competitive call for projects which could yield a total of 1.8 billion € of endowment. The University of Strasbourg is one of the first three winners of “Excellence Initiative” competition. He has been reelected in December 2012 for a second 4-year term as president of the University of Strasbourg and is the chairman since May 2014 of the League of European Research Universities (LERU).

M. Christophe Geiger

Maître de conférences, Directeur général du CEIPI / Associate Professor, Director General of CEIPI. Christophe Geiger is Associate Professor, Director General and Director of the Research Department of the Centre for International Intellectual Property Studies (CEIPI), University of Strasbourg (France), where he teaches intellectual property, European Union law and competition law. He studied both French and German law at the University of Paris I Panthéon-Sorbonne and the University of Saarbrücken and graduated from both universities. After completing a master degree in intellectual property at the University of Montpellier, he received his doctorate in December 2003 from this university with his thesis Copyright and the Public's Right to Information. This work received a prize from the French Institut de recherche en propriété intellectuelle (best thesis of the year in IP-Law) and was published in September 2004 by Litec. He then joined the Max Planck Institute for Intellectual Property and Competition Law in Munich (Germany), where he was in charge of the Department "France and French-Speaking African countries" and in 2007 the University of Strasbourg. He has also taught at the University of Cambridge, Montpellier, Versailles St-Quentin, Copenhagen, Ludwig-Maximilian of Munich, Toledo (US), Louvain-la-Neuve (Belgium), Skopje (Macedonia), Alicante, Belgrade, Nottingham and in the IP summer program of the Santa Clara University School of Law (US). He specializes in national, European, international and comparative intellectual property law, has drafted reports for the European institutions and acts as external expert for the European Parliament and the Office for Harmonization in the Internal Market (OHIM). 3 He is also General Editor of the Collection of the CEIPI published by LexisNexis, co-editor of the EIPIN series published by Edward Elgar and member of the editorial board of several journals on IP law. He has published numerous articles as well as authored and edited many volumes in this field, the most recent being “Criminal Enforcement of Intellectual Property: A Handbook of Contemporary Research” (2012), “Constructing European Intellectual Property: Achievements and New Perspectives” (2013), by Edward Elgar, and “What Patent Law for the European Union?” (2013), “The Contribution of Case Law to the Construction of Intellectual Property in Europe” (2013, in French); “Intellectual Property Law in a Globalized World” (with Caroline Roda, 2014), by LexisNexis. A comprehensive “Research Handbook on Human Rights and Intellectual Property” edited by Christophe Geiger is also forthcoming in 2015 with Edward Elgar.

M. António Campinos

Président de l’Office de l’Harmonisation dans le Marché Intérieur (OHMI), Président du Conseil d’Administration du CEIPI / President of the Office for Harmonization in the Internal Market (OHIM), President of the Administrative Board of CEIPI. António Campinos became President of OHIM on 1st October 2010. Mr Campinos is 46 years old, and a native of Portugal. After studying law at the Universities of Montpellier and Nancy, he worked in banking before moving to the public sector. Mr Campinos became IP Commissioner and President of the Directive Council of the National Institute of Industrial Property (INPI) of Portugal in 2005. Mr Campinos was also Chairman of the Ad Hoc working group on the Legal Development of the Madrid System for the International Registration of Marks. Mr Campinos has had strong links with OHIM for many years. From November 2005 to November 2007, he was head of the Portuguese delegation to OHIM´s governing body, its Administrative Board, and became its Chairman in November 2007, prior to his election as President.

M. Bruno Van Pottelsberghe

Professeur, Doyen à l’Ecole d’Economie et de Management de Solvay Bruxelles (SBS-EM), Université Libre de Bruxelles (ULB) / Professor, Dean of Solvay Brussels School of Economics and Management (SBS-EM), Free University of Brussels (ULB). Bruno van Pottelsberghe is Dean of the Solvay Brussels School of Economics and Management (SBS-EM), at Université Libre de Bruxelles. He is Full Professor and, as holder of the Solvay S.A. Chair of Innovation, he teaches courses on the economics and management of innovation and intellectual property. Bruno van Pottelsberghe was Chief Economist of the European Patent Office (EPO), from 2005 to 2007. He is Advisor to the President and Rector of the ULB for technology transfer issues since 2004 and is Non-Resident Research Fellow at Bruegel, a Brussels-based Think-Tank, since 2007. His research focuses on patent systems, the valuation of patents, and on the role of IPRs. His recent articles were published well-known scientific journals, including Research Policy, Journal of Public Economics, and Industrial and Corporate Change.

Partner, Wilmer Cutler Pickering Hale and Dorr LLPTrevor Cook is an English solicitor with over 35 years’ experience in the field of intellectual property, and notably global patent litigation, who has acted in many of the leading patent infringement cases before the English courts, most of which have concerned pharmaceuticals and biotechnology, and also in several leading European cases regarding data exclusivity. At the beginning of 2014 Mr. Cook joined WilmerHale in New York from Bird & Bird LLP in London, where he had been a partner since 1981. 6 He is Chairman of the British Copyright Council and was for several years president of the UK group of the International Association for the Protection of Intellectual Property (AIPPI). He is on the World Intellectual Property Organisation (WIPO) List of Arbitrators. Mme Julia Reda

Députée européenne / Member of the European Parliament. Member of Pirate Party of the European Parliament, member and one of the Vice-Chairs of the Greens/EFA group and a co-founder of the Parliament’s current Digital Agenda intergroup. She sits on the Justice Committee (JURI) and she is a substitute on the Internal Market/Consumer Protection (IMCO) and Petition (PETI) committees, as well as the delegation for relations with the United States and India. I was born in Bonn in 1986, am member of the local chapter of Frankfurt in the Pirate Party, and have been active in the pirates since 2009. Before that, I was a member of the SPD for six years before I left them amidst the debate on internet blocking. From 2010 to 2012, I was chairwoman of the Young Pirates and have been taking care of the international coordination of the youth organisation ever since. I’m founding chairperson of the Young Pirates of Europe.

M. Michel Vivant

Professeur à Sciences Po Paris / Professor at Sciences Po Paris. Michel Vivant (1951) is professor at the Sciences Po Law School in Paris, in charge of the Intellectual Property specialization of the Master of Law and Economics, and professor in Strasburg at the Ceipi. Invited as lecturer, visiting professor or associate in many countries in all latitudes, he is also Doctor honoris causa of the University of Heidelberg. He has directed the research of 73 Doctors of Law, among which 13 professors and 7 foreign teachings of various statutes (Canada, Cameroon, Egypt, Iran, Mexico). He is the author of various publications in the field of intellectual property, in sixteen countries (Patents, Trademarks, Copyright, New Technologies, Computer law…). Michel Vivant is member of different national or international working groups in the field of IP Law. He has also an activity of consultant to lawyers and companies and a practice of national and international arbitration and he is WIPO “Arbitrator” for domain names. He is consultant in the firm Dentons, in Paris.
